Quality Assurance/Quality Control Officer

Norwegian People’s Aid (NPA) was established in 1939 and is the humanitarian solidarity organization of the labour movement, working in Norway and in more than 30 other countries in the world. NPA’s presence in Cambodia dates back to 1991 with a first observatory mission and the commencement of activities in 1992 providing de-mining assistance to the Cambodian Mine Action Centre (CMAC) in order to prepare for resettlement of refugees returning from the border camps in Thailand.

The long-term aim of NPA mine action and disarmament work are to reduce the risk constituted by mines, cluster munitions and other explosives remnants of war to a level where civilians may live safely and where development is not hindered. NPA implement survey and clearance operations, work in partnership with CMAC as well as capacity development partnership with the Cambodian Mine Action and Victim Assistance Authority.

NPAs development programme work on rights-based approach building on partnership framework. This is a two-way cooperation and sharing of complementary resources to achieve the mission of local organizations engaged in activities promoting mobilization and progressive changes in the Country.

NPA Office in Cambodia is seeking qualified Cambodian national applicants for the position below.

Announcement Positions

Quality Assurance/Quality Control Officer (1 Position)


This position: requires extensive travelling between base and area of operations.

Role Overview : 

Internal quality assurance and quality control (QA & QC) is one of the most important activities to ensure safety and security for staff involved in mine action activities, provide confidence to beneficiaries, national mine action authorities, donors and to other stakeholders.

The Quality Assurance/Quality Control (AQ/QC) Officer position established to ensure that all aspects of mine action operations in the field conducted by Norwegian People’s Aid and or its partners comply, and performs in accordance with established international, national standards and standard operational procedures (SOP). Document, report, advice and participate in activities with the aim to further enhance procedures and methodologies.

Duties : 

  • Plan, execute and evaluate field monitoring.
  • Assist project manager(s) and Senior Technical Field Managers (TFM) to plan regular monthly monitoring of field teams.
  • Execute QA/QC of field teams according to the plan.
  • Evaluate findings from QA/QC visits.
  • Review findings from QA/QC visits and report this to the line manager.
  • Assist with training of staff when needed.
  • Support in testing and implementation of new equipment.
  • Ensure full compliance with national, international and NPA’s global policies and guidelines.


1. Must have:

  • Relevant education or equivalent qualifications (mine action NGO or commercial EOD work, or military qualifications). 
  • A minimum of 3-year technical work experience in the Mine Action sector (EOD L2).  
  • Good knowledge of Humanitarian Disarmament policy, IMAS, CMAS, SOPs and land release principles.
  • Working experience with non-technical survey, technical survey, and clearance. 
  • Technical knowledge of CM/EO and clearance techniques, including new developments. 
  • Ability to contribute technical knowledge to proposals and reports.
  • Experience of conducting formal or informal training and the transfer of appropriate skills to others.
  • Experience utilizing computers including word processing, spreadsheet, Internet Explorer and other software packages.
  • Written and verbal proficiency in Khmer and good command of English.
  • Valid driving license.

2. Desirable:

  • Experience of leading and motivating and a diverse team of people.
  • At least one-year experience with the Explosive Detection Dog (EDD), manual demining, CMTS and EDD clearance.
  • Experience with the full demining toolbox.
  • Experience in utilizing GPS, ArcGIS and IMSMA.
  • Experience in drafting SOPs and other technical notes.
